PA responds to NY

The state of New York recently adopted a policy that will require all new houses and commercial buildings to use only electricity for heating, cooking, and hot water—no natural gas at all.

Would you support or oppose Pennsylvania implementing a similar requirement for new residential and commercial construction?

For respondents who said they’d support a ban we then asked: “Which of the following are the most important reasons you support this policy?

Achieving environmental or climate goals — 21%

Improving indoor and outdoor air quality for public health — 19%

Lowering long-term energy costs for households — 19%

Confidence in the performance of modern electric appliances (like heat pumps) — 12%

For respondents who said they’d oppose a ban we then asked: “Which of the following are the most important reasons you oppose this policy?”

Protecting consumer choice for energy sources — 48%

Reliability of the electric grid — 35%

Increasing housing or construction costs — 32%

Concerns about the performance or cost of electric appliances (like heat pumps) — 27%

Each month, we survey Pennsylvania registered voters through digital advertising, randomized text message outreach and email recontact with prior opt-in survey participants. This multichannel recruitment ensures a refreshed and representative respondent pool.

This digital survey of 626 likely Pennsylvania voters was conducted from August 12-15, 2025. Results were weighted by age, gender, and political party to reflect Pennsylvania’s electorate, producing a 95% credibility interval: ±3.89 percentage points.
