Below you’ll find Pennsylvania voter views on a mix of topics, including tax credits for Pennie, a brand new federal tax credit for us, and what the Justice Department should or shouldn’t do.

Tax credits for Pennie

Pennie is Pennsylvania’s health insurance marketplace that helps people who don’t get coverage through an employer. Many Pennie customers qualify for tax credits that lower the cost of their insurance. Some leaders in Washington are debating whether to end those tax credits. If that happens, health insurance could become too expensive for many Pennie users.

What should Pennsylvania’s elected officials do?

Fight to keep the tax credits so Pennie users can afford health insurance — 78%

Let the tax credits end to reduce government spending — 22%

For those who like to slice and dice the data on our interactive dashboard you’ll see that 48% of those who strongly approve of President Trump support fighting to keep the tax credit.

A new federal tax credit for Pennsylvania

A newly created federal tax credit program allows you to get back 100% of what you donate up to $1700. This money will be allocated directly to state-approved scholarship-granting organizations to enhance educational access for K-12 students. To receive this tax credit, your state legislature must “opt in” to the new program.

Would you support Pennsylvania joining the program?

More slicing and dicing — 63% of those who say they’ll definitely vote to reelect Gov. Shapiro support opting-in.

The ABCs of PLAs

Public construction projects are funded by taxpayers and include roads, schools, and government buildings. They are awarded through two primary methods:

  • Open Bidding: Any contractor can bid, following a prescribed award process.
  • Project Labor Agreements (PLAs): A pre-hire agreement between the project owner and labor unions, setting employment terms.

Each month, we survey Pennsylvania registered voters through digital advertising, randomized text message outreach and email recontact with prior opt-in survey participants. This multichannel recruitment ensures a refreshed and representative respondent pool.

This digital survey of 626 likely Pennsylvania voters was conducted from July 13-18, 2025. Results were weighted by age, gender, and political party to reflect Pennsylvania’s electorate, producing a 95% credibility interval: ±3.88 percentage points.
